I. Program Outline
1.Objective
A. To strengthen the future-oriented youth cooperative exchange between Korea and member countries of ASEAN for cooperative friendship consistent with the Asia-Pacific era.
B. To promote mutual understanding and trust via exchanges between youths, the leaders of the 21st century, and to explore their proper role in the new millennium.
C. To cultivate community awareness in future leaders of our global society through increased mutual trust and friendship between youths of Korea and member countries of ASEAN.
D. To promote a more accurate knowledge of Korea’s history, culture, and society to both Korea and ASEAN youths, providing a strong foundation for mutual understanding and amity between Korea and member countries of ASEAN.
2. Background
A. The Republic of Korea has sustained an official relationship with ASEAN since 1989.
B. In the 21st century, there is an emerging need to transfer from the originally economy-oriented cooperation of Korea and ASEAN to a Future-Oriented one.
C. On the occasion of the 7-plus-1 session of the ASEAN Prime Ministers’ Conference held in Jakarta in July 1996, the Korean Foreign Minister proposed “Future-Oriented Cooperation Projects” between Korea and ASEAN, including Youth, journalist, and culture exchange.
D. ASEAN approved the fundamental proposal in May 1998.
- The Korean Government presented the proposal of “Korea-ASEAN Youth Exchange Project” for ASEAN’s review, which was approved by ASEAN in July 1998.
E. At the 2001 ASEAN-Plus-Three summit conference held in Brunei, both Korea and ASEAN agreed to the youth exchange program as a continuous project.
3. The Project-Promotion Achievements
A. The National Council of Youth Organizations in Korea hosted the Korea-ASEAN Youth Cooperation Program from October 26 to November 15, 1994 in Seoul and Gyeongju City with the participation of eighty-eight youths and leaders of Korea and six member countries of ASEAN.
B. From August 24 to September 3, 1998, the 2nd Korea ASEAN Future-Oriented Cooperation Project Youth Exchange Program held in Seoul and Goseong City was co-organized by the National Council of Youth Organizations in Korea, along with the Boy Scouts of Korea, Korean National Commission for UNESCO and LABO with the participation of 152 youths and leaders from Korea and nine member countries of ASEAN.
C. From February 1 to 13, 1999, the National Council of Youth Organizations in Korea sent twenty-three Korean youth delegates to member countries of ASEAN:
  - Group A: to Brunei Darusalam, Indonesia, and Singapore
  - Group B: to Philippines, Myanmar, and Malaysia
D. The Seoul YMCA, an affiliated member of the National Council of Youth Organizations in Korea, organized the New Millennium Asia Youth Camp from February 19 to 28, 2000 in Seoul and in Hongcheon City, with the theme ‘Making Peace for the New Millennium.’ Two hundred participants gathered from Korea and ten member countries of ASEAN.
E. The National Council of Youth Organizations in Korea organized the ‘Korea-ASEAN Future-Oriented Youth Exchange Project 2001’ from August 17 to 26, 2001 in Seoul, Daejon and Ahanmyon Island, with the theme ‘Korea-ASEAN Youth Creating the Silk Road of the 21st Century.’ Two hundred and twenty-five participants gathered from Korea and ten mem
